[Mpi-forum] Vote announcement for the March meeting of the MPI Forum

Dear all,

On behalf of The Topologies working Group, I  would like to make the 
following announcement:

First, I'd like a "no-no" vote for issue #154 (New interface to query 
hardware resource info)
-Issue: https://github.com/mpi-forum/mpi-issues/issues/154
-PR: https://github.com/mpi-forum/mpi-standard/pull/762

The changes between the current version and the one read at the previous 
meeting are:
1- a changelog entry was added
2- a sentence about (kay, value) pairs was added in the text


Then I'd like a first vote if the no-no one passes.
