[Mpi-forum] ticker 321 ready for review

Hi folks,

I know there's debate as to whether 321 should or shouldn't be handled by the chapter authors or as a formal ticket.  While that debate rages, I thought I'd let everyone know that the changes are ready for review if you care to.  I will be ready for a formal reading of this at the upcoming meeting should one be needed.
