[Mpi3-tools] Is this ticket 0?

Bill: Okay, I see what you mean. I'll take out the ticket 0 changes in my draft of the errata.

WG: Then I agree with Martin about this being errata since it is a correction that could change interpretation and needs to be out sooner than MPI-next. Thus, it will need to be presented and voted on.

Does anyone disagree?
