[mpiwg-persistence] MPI Psync (now MPI_Pbuf_prepared)

Hi everyone,

I’ve worked up changes to the MPI_Psync ticket, including a renaming. Please check out the changes at https://github.com/mpiwg-persistence/mpi-standard/compare/9fa1e9f..6e63e34

I’ve updated the text to reflect suggestions from the last reading and included some other improvements. The goal is to announce this for reading at the next Forum meeting by the deadline this Monday.
