[mpiwg-persistence] MPI Psync (now MPI_Pbuf_prepared)

The new API reads like a query function. Why not MPI_Pbuf_prepare?

    I’ve updated the text to reflect suggestions from the last reading and included some other improvements. The goal is to announce this for reading at the next Forum meeting by the deadline this Monday.
