The Collective WG would like to read issue 81 (PR 49),  Nonblocking functionality for the "Process Creation and Management" Chapter.

This is related in concept to Issues #78 and #82.  Our goal is orthogonalizing and completing standard with non-blocking operations to allow completely nonblocking MPI-Next programs.
