[Mpi-forum] MPI Forum voting rules: v1.2

Have we looked at what rules other organizations follow, e.g., OpenMP? I was wondering how the proposed "abstain must be less than 1/4th of total" and "yes must be more than 75% of yes+no" compare with rules that others use.
