It was merely a suggestion, as indicated by the "could".  I believe
Jack Dongarra is the person who makes this decision.

This is not a correct evaluation of the current DOE travel situation
with respect to SC12.  We can take it offline if you would like to
discuss the facts.  The decision was not made _by_ DOE, it was made
_for_ DOE by a higher authority.
