[Mpi-forum] Meeting schedule for 2013

EuroMPI could be renamed e.g. InternationalMPI and held in Asia.  Or
it could be held in Asia without being renamed.  SBAC-PAD was held in
New York after something like 23 years in Brazil and being sponsored
by the Brazilian Computer Society.
