[Mpi-forum] Timeline to 3.0

(Don't read this as me trying to delay the process, just trying to
make sure I'm telling users the correct thing.)

I thought there had to be a 'formal chapter reading' in a meeting
between the final 2nd votes and the final MPI 3.0 vote. I got that
notion from the bottom of the first page of:
  http://meetings.mpi-forum.org/standardization_process_3.pdf

So does that push the MPI 3.0 vote to December?
