[Mpi-forum] Draft for FT Run-Through Stabilization available / Ticket #276

A new draft of the Run-Through Stabilization Fault Tolerance proposal
is attached to the ticket:

There will be a plenary session on Monday, Oct. 24 during which we
will discuss the recent revisions.  This version reflects the feedback
from the July and September MPI Forum meetings, and discussions on and
off the working group mailing list.

I apologize for not sending this draft out earlier. Last minute
adjustments and corrections prevented us from releasing the document
earlier.

Thanks to everyone that has provided feedback so far. We look forward
to your additional feedback next week.
