[Mpi-forum] Draft for MPI_T proposal available / Ticket #266

In preparation for the next reading of the MPI_T interface proposal,
I have uploaded the latest draft, which includes the feedback from
the last forum meeting, to the WiKi at:

Comments and feedback welcome - the reading is scheduled
for Monday afternoon during the May 2011 meeting.
