[Mpi-forum] Chapter committees

I will be participating regularly and continue chairing the "Collective
Operations and Topologies" working group (Ch. 5+7) like in the last
years. In addition to that, I plan to participate in the committees for
One Sided (pushing RMA proposal 1) and Point-to-Point (pushing Mprobe).
