[Mpi-forum] MPI-3 guidance

What we have agreed to ask each group to do is to
  - Provide a charter for the group
  - A list of assumptions being used to define the new/modified capabilities within MPI

For example: (not intended to be a real proposal)
   In dealing with threads the charter may be "make threads MPI addressable objects"
  Assumptions:
    - Each thread will have a different address
    - threads share memory
    - ....

The intent is for this to frame the discussions within the forum, and these will obviously be debated in the working groups.  The working group leader should be ready to present these to the full forum at the Portland meeting, giving ample time to discuss these.  Earlier is better :-)
