[mpiwg-tools] Adapted MPI_T events proposal

Dear all,

I pushed some changes according to our latest discussions to the MPI_T
events branch.

Main change is the distribution of the registration of the three
different type of callbacks (event, dropped event, free) to the
corresponding call (handle_alloc, set_dropped_handler, handle_free).

Please have a look at it and let me know what you think.

I am still desperately in need of better type names for the callback
functions. The current ones are still a bit unwieldy.
