[Mpi3-tools] My comments on the MQS draft

option 1: separate docs (e.g., MPIR, MQS, DLL, ...etc.)
option 2: single combined doc
option 3: in the MPI spec itself

So yes, we agreed to do a single external doc with MPIR, MQS, etc.
