[Mpi3-tools] New draft of MPI_T interface

Hi all,

(just in case you are not following the main MPI list)

I have updated the MPI_T draft and uploaded it (after some
late evening sanity checks by Kathryn - thanks!) to the tools
Wiki and ticket #266. It is also checked into SVN.
