[Mpi3-tools] Next MPI-3 Tools WG TelCon on 11/1

Correction (thanks to Marty): the US is next week still on daylight
savings time, which means we have an 8 hour time difference for
that one week (from CA to central Europe). Hence, we'll have the 
TelCon at 8am PT, 11am CT, 4pm(!) MSZ. Hopefully this will work
for everyone.
