[Mpi3-tools] Updates to DLL Discovery API proposal

Forgot to mention -- I updated OMPI's development trunk to follow this  
new proposal (all that was required was changing to ensure that the  
global variables were only assigned *after* the argv-style arrays were  
completely setup):
