[Mpi3-tools] Meeting Notes from 3/2 TelCon

The meeting notes from yesterday's TelCon are now on the tools WG
Wiki. Please feel free to add or correct.

The next meeting will be on 3/16 at the usual time and we will
continue the discussion on the handle information interface plus
a discussion on the message queue interface (if there is time).
