[Mpi3-rma] MPI_LOCK

Hi,

I don't know whether it's really important.
But there isn't a definition of MPI_LOCK_EXCLUSIVE
and MPI_LOCK_SHARED in the MPI document.

You can get it out of the names, Example 11.5 and and possibly the definition
of MPI_Win_lock_all, but I don't know whether this is sufficient for the
MPI standard.
