[Mpi3-rma] Alternative Proposal for Shared Memory Support

I'm not entirely sure this is addressing the complains raised by Dave
about the shared memory functionality. Basically, the concern (as I
understood it) was that shared memory functionality cannot be correctly
implemented as a library alone without compiler support. We are still in
the same state here as with Ron's proposal.
