I'll incorporate your proposed changes in Proposal 1 asap (thanks!). 

I would vote to have an independent Proposal 3 (we should really come up
with better names) with the allflushall because it's contentious and
independent of Proposal 1&2.

It's also trivial to wordsmith it.
