[Mpi3-rma] Updated Proposal 1

Hello all,

I updated proposal 1 with everything we discussed today. Major changes
are:

1) moved the lockfree (or conflictfree) mode to the JoD

2) added a discussion about ordering (Section 11.8.2)

There were also numerous minor updates and some new issues (all
mentioned in new comments) that we identified today. We will discuss
those comments tomorrow morning.
