I attached everything I have in non-mental form for recv_reduce, which
is not a huge amount.  The first 23 lines of the C file attached are
most useful of what I've attached.

Dave and Jim have already pointed out that my use of generalized
requests is wrong w.r.t. MPI and instead requires the MPICH extension.
 That shouldn't really matter since I am providing the implementation
on top of MPICH only as a reference point for implementers to evaluate
the feasibility.

When I mention the optimized implementation over PAMI, it might be
useful to reference

particularly functions associated with pami_data_function.  I don't
have a full implementation over PAMI but I can describe the
performance of one-sided streaming accumulate, which is how I will
implement this if necessary.
