[Mpiwg-large-counts] BigMPI write-up

We have a write-up about BigMPI that might be useful to those in this
WG who either missed the plenary I gave in Chicago or do not want to
read the entire BigMPI source code
(https://github.com/jeffhammond/BigMPI) for details.  The paper repo
is public on Github (https://github.com/jeffhammond/bigmpi-paper) and
you can find a PDF therein - not the one created via "make", mind you,
as that would be E-V-I-L :-)

This is still a work-in-progress so I very much appreciate feedback on
the paper if you take the time to read it.
