 Endpoints (agents) that are not performing any explicit communications
 would call something like MPI_Endpoint_attach_helper(). This call blocks
 until some other thread calls MPI_Endpoint_detach_helper(). Any threads
 that have attached as helpers will be available to the implementation for
 parallelizing communications.
