[Mpi3-hybridpm] Hybrid WG meeting at the Forum

Well, I was thinking we did not need to restrict MPI_HELPER_* to only
MPI_THREAD_MULTIPLE, as I think these routines are easily made thread safe
independently of the rest of MPI. I would like to see these be more-widely
usable.

We decided to drop at the Forum (3-4 Forums back, or whenever we had the
plenary session). I had accidentally added it in the first draft, but
removed it since.

Do you mean to say that you do want the modified threading rules back?
