[Mpi3-ft] ULFM Proposal Deliverables for Today

I posted a new version of the document on the forum Wiki. I have available a version that contains -all- the changes, including the renaming (agreement->agree, invalidate->revoke, return an error->raise an error) if you want to see it, but it is mostly clutter.
