[Mpi3-ft] MPI3 Fault Tolerance (#323, 326, 327) status update

Dear members of the Forum, 

The FT working group has progressed on the Chapter 17, Process Fault Tolerance, and the associated tickets #323, #326 and #327. 

Following the links in the main wikipage for ticket #323 (https://svn.mpi-forum.org/trac/mpi-forum-web/ticket/323), you will find: 
* the prototype of the implementation of tickets #323, #327 in Open MPI
* The amended document with some ticket0 applied, as will be presented in Japan.
