[Mpi3-ft] useful for i/o chapter?

Hi Folks,

I thought that a spreadsheet might be useful for quantifying what we
may need to do for the run-through stabilization proposal
with respect to i/o chapter.

I have started working on one which has all (I think) the mpi-io
functions in column 1, then a column 2 for comments about when
the comm error handler might return MPI_ERR_RANK_STOP owing
to some comm part of the operation failing, and column 3 about
when MPI_ERR_IO might be returned on the file handle error
handler function.  Then since no one ( to my knowledge) has
their own mpi-io, I have a column 4 notes about the romio
implementation.

There are a lot of functions, so I just have attached what I've
started.

Any suggestions on whether this approach is even worthwhile,
or maybe other columns to add to the spreadsheet would be
appreciated.  I don't want to waste time with something that
isn't helpful.
