[Mpi3-ft] MPI Forum Notes

We got a lot of feedback from the MPI Forum this week on the Run-Through Stabilization proposal. Lots of good stuff and things to take back for rework.

Thanks to everyone in the working group that helped take notes. I will work on summarizing the notes that I have access to (some were not sent to the public list) this week, and send the notes out to the list, hopefully, by Friday.
