[MPIWG Fortran] Question about an argument of MPI_Testall

For MPI-3.0 there was a ticket for new Fortran and 
optional status versus MPI_STATUS(ES)_IGNORE
with all pros and cons
resulting in a clear "not optional" straw vote from the forum.
