Ah, right.  It appears acceptable to define MPI_SUBARRAYS_SUPPORTED = 
.true. in the mpi_f08 module and .false. in both the mpi module and the 
mpif.h file.   This eliminates the need to implement 3b, which 
simplifies the initial implementation.  [And, perhaps, encourages users 
to migrate to the mpi_f08 module...]
