[MPI3 Fortran] New Fortran proposal w.r.t. BIND(C)/logical/etc.

We cannot do such changes for mpif.h and the mpi module.
We never said anything in MPI1 or MPI-2 about the new mpi_f08
in the old versions of MPI.

My last proposal was based on these facts.
