[MPI3 Fortran] ticket 0 issue

Fab noticed that the text in MPI-2.2 in chapter 16 says (p480:44):

"A compliant MPI-2 implementation providing a Fortran interface..."

I know Rolf has already updated this text, but I don't remember if this point is included: we should drop the "-2" (or "-3") and just have:

"A compliant MPI implementation..."

There's no need to have the version in there.  It's implicit that it's compliant with *this* specific document version.
