It does add something useful. To the MPI-using programmer, it tells them what to put in their source. How it is handled by the individual MPI implementation is left unspecified. There are a variety of ways it could be done - if you insisted on standard Fortran you'd have a generic declaration with one specific for each supported type and kind, and with BIND(C) specifying the same external name.
