[Mpi-forum] Add No-No Vote for #263

Hi all,

I need to add a very short no-no reading/vote for this week on #263 - Clarification: Section 11.7 - p. 482 - MPI Exception Clarification

Jeff S. found a very minor mistake where I removed the word “exception" when I meant to remove the word “error”. You can see the change here:
