[Mpi-forum] MPI-3 implementations status

Just for my own enlightenment, can someone explain why MPICH can have
F08 bindings already while some of its derivatives do not?  Is it
simply a matter of lag in rebasing against upstream or of official
support, which requires their own QA?  Or something else?
