[Mpi-forum] Ticket #427 (errata): Formal reading

The Fortran WG will be reading ticket #427 (errata) at the upcoming meeting in Chicago:

This ticket is two things:

1. Amends some ticket-0 level changes that were made to the Language Bindings chapter.  These nominally don't need Forum approval, but they are mixed in with...
2. Some blanket language that, while they don't change any semantics, are worthy of review by the greater Forum to ensure that they are consistent with the rest of the whole standard (e.g., usage of the term "nonblocking operations" to cover a wide array of things).
