[Mpi-forum] MPI "Allocate receive" proposal

If errors are fatal, failure to allocate is fatal. It is as if
MPI_Alloc_mem fails. If not fatal, then Arecv returns error code of
appropriate nature.

This shouldn't be treated as resource exhaustion IMO.
