I believe the notion is that of a body that helps guide the process, with the intent of keeping the standard coherent, and consistent.

Can someone define exactly what is meant by ARB in this context?
There are lots of ARBs out there.  Is this just a buzzwordy way of saying "we'll do it like Open__" (e.g.
http://en.wikipedia.org/wiki/OpenGL_Architecture_Review_Board)?
