Minor note: I fixed today's agenda -- #298 ("Adding clarification to MPI_WIN_LOCK_ALL") is a *2nd* vote, not a *1st* vote.

Also, although votes are determined by majority, we strive for consensus.  Hence, I intend to bring up the prior voting results for all 2nd votes today, and ask those who voted no or abstained why they voted that way.  The 2nd votes today are:
