I will target getting a document out about 2 weeks prior to the July meeting.  At this stage there are still quite a few items that have been voted in that have not been merged into the document.  The plan is to release a draft document of what will be voted on right after the July meeting, giving time for comments before the final vote on the 3.0 standard in Sept.

Nowhere yet, unfortunately.

There's an old draft copy from late 2010 here:

But all the recent stuff is still being merged into the official document.  Then we have to review it internally a bunch to make sure we got everything right.  The plan is to release MPI-3.0 at the SC trade show this year (Nov 2012).

For better or worse, the Forum has chosen to control internal copies of the document, meaning that they're not publicly available.

There have been several blog posts and tutorials about new things coming in MPI-3, if that helps.  They do point to the ticket system that we use here in the Forum for new proposals, and individual tickets do contain all the new text that will go in to the MPI-3 document.  But it's a fairly cumbersome way to see the new document (because you have to look at each ticket).  :-(
