[Mpi-forum] Trac email change

There was a problem with emails coming from the MPI Forum Trac that was just resolved this morning.

Looking into this problem made me realize that the mails were coming from mpi-22 at lists.mpi-forum.org.  So I had IU update the "from" to be mpi-forum at lists.mpi-forum.org.
