[Mpi-forum] Draft standard

I would like to post a new draft standard today to give folks at least a few days to look at it before the meeting next week.  Not all changes have been committed to the approved branch, but at this stage we have to go with what we have, and fix this next week.

Important question: Are there any changes in the approved branch that have not been voted on by the forum ?   I am not so worried about ticket 0 items that add/remove commas, fix typos, ...  But I am concerned about what some have been considering ticket 0 that involve re-writing large portions of paragraphs ...
