[Mpi-forum] RMA implementation available for review

Jeff -

Thanks for sending that out.  I forgot to include it in my e-mail.  It
should be noted that the Portals4 code is still a work in progress, so
performance measurements aren't yet meaningful and there's always the
chance that one of the two projects won't compile.
