[Mpi-forum] Ticket 279, making C++ bindings optional

For those wanting a full standard document with changelog update, I just attached it ticket 279 (https://svn.mpi-forum.org/trac/mpi-forum-web/attachment/ticket/279/ticket-279.pdf).  Search for 'ticket279' to find the changes.
