[Mpi-forum] Tickets #286 and #305 reading

Hi All,

The collectives working group is pleased to put forth drafts of tickets 
#286 (MPI_Comm_create_group) and #305 (Update to MPI_Intercomm_create) 
for formal reading at the January meeting.  Text for both tickets is
