This was added as part of the contract to pull all non-controversial
things from MPI-2.2 into the NBC chapter. See Section 5.12.9 in the
draft document.

However, we have one more open thing that is not covered by this
contract. This is captured in ticket #223 and I would like to include it
in the draft asap, however, the Forum decides how to proceed with it.
